中国物流与采购联合会副会长蔡进、湖南省委网信办一级巡视员李球和长沙市人民政府副秘书长王体泽为会议致开幕辞。蔡进表示，区块链作为“信任的机器”，将改变社会价值的传递方式，这将是数字经济时代产业数字化的重要驱动力，也是推动未来数字社会和数字中国构建的重要力量。
The meeting was opened by the Vice-President of the China Logistics and Procurement Federation, Choi Jin, the first-level inspector of the Hunan Provincial Commission, Li Li, and Wang Tsuizawa, Deputy Secretary-General of the Changsha People's Government. Chai said that the block chain, as a “trust machine”, would change the way social values are transmitted, which would be an important driver of the digitalization of industry in the digital economy era and an important driving force for the future digital society and the construction of digital China.
