值得注意的是2017 年 9 月 4 日，央行等七部委将虚拟币代币发行，直接定性为非法集资。当时政策一出，比特币价格跌至谷底、无数币种惨遭血洗，币圈上下哀鸿遍野。政策以后，国内交易所纷纷宣布出海。不过所谓的出海，只是把公司注册地和服务器搬到海外。实际上，包括火币、欧易、Gate 等交易所的主体用户依旧还是中国人，通过港台等地的服务器线路，进行多重网络代理跳转，最终让大陆用户可以实现正常访问。所以，即便禁令出台后，中国大陆的用户依旧还能活跃的参与币圈投资。
