新华社青岛７月１２日电（记者张旭东）近年兴起的区块链技术是继互联网、无线通信、云计算、大数据之后计算和网络技术的又一创新。青岛市市北区近日提出，将建设区块链产业孵化平台、区块链应用测试平台、区块链专项教育培训平台和区块链资格认证平台。
A new innovation in computing and networking technology followed by Internet, wireless communications, cloud computing, and big data was introduced on July 12 in Xinhua, Xinhua City. The Northern District of Qinghua City recently proposed the construction of a block chain industry incubator platform, a block chain application test platform, a block chain-specific education training platform and a block chain certification platform.
青岛区块链产业研究院院长郭峰介绍说，区块链技术是由分布式数据存储、点对点传输、共识机制、加密算法等计算机技术交汇而形成的一种可用于信任传递、分布和管理价值等与诚信关联的各种交易过程和结果的信息网络应用技术。
Kwok Fung, President of the Qingdao Block Chain Industry Institute, explained that block chain technology is a web-based application of information processes and results that can be used for trust transmission, distribution and management values related to integrity, resulting from a convergence of computer technologies such as distributed data storage, point-to-point transmission, consensus mechanisms, encryption algorithms, etc.
据了解，区块链技术可应用于各类价值和商品的交易和传输，包括供应链管理、保险业、医疗信息、工业４.０、知识产权管理、社会福利保障、政府和社会诚信体系维护等。
It is understood that block chain technology can be applied to the trading and transmission of a variety of values and commodities, including supply chain management, insurance, medical information, industry 4.0, intellectual property management, social welfare guarantees, government and social integrity systems.
青岛市市北区政府副区长刘大川介绍，青岛市市北区将建设区块链产业四大平台：一是建设区块链产业孵化平台，为区块链企业和创业团队提供办公空间，提供政策指引、企业注册、人力资源外包、项目资源对接、项目投融资等综合服务。二是建设区块链应用测试平台，为技术研究、项目示范、应用测试制定标准化规则，检验应用效果。三是建设区块链专项教育培训平台，为技术人员提供专业技术、相关法律法规的教育培训。四是建设资格认证平台，为专业技术资格认证、知识产权保护提供有力保障。
Liu Dachua, Deputy Governor of the Government of the Northern District of Qingdao City, explained that the Northern District of Qingdao City would build four main platforms for block-chain industries: one would build a block-chain industrial incubation platform, provide office space for block-chain enterprises and entrepreneurial teams, provide policy guidance, business registration, outsourcing of human resources, matching of project resources, and financing of projects. The second would build a block-chain application testing platform, develop standardized rules for technical research, project demonstration and application testing, and test the impact of applications. The third would build a block-chain special education training platform, provide technical expertise and training on relevant laws and regulations.
刘大川说，青岛市市北区将加大对区块链产业上下游企业的引进力度，推进区块链应用项目落地，每年引进不少于２０家区块链应用企业，培育５家以上专、精、特、新的区块链中小企业。
Liu Dachuan said that the Northern District of Qingdao City would step up the introduction of up-to-down enterprises in the block chain industry, promote the landing of the block chain application project, introduce no fewer than 20 block chain applications each year, and develop more than five specialized, sophisticated, special and new block chain SMEs.
目前，青岛市市北区已先后引进布比网络技术、金股链科技、众签科技、数链科技、物链湾信息技术、云松区块链咨询等区块链应用项目２０余个。
At present, more than 20 block application projects have been introduced in the northern part of Qingdao City, namely, Bubi network technology, gold chain technology, signing technology, digital chain technology, information technology in the Gulf of Goods, and Yungong block chain advice.
