完善数字经济人才引进和培育政策，健全人才培育、引进和使用激励机制。加大对国内外数字经济高层次人才招引力度，以柔性引进、人才返乡、人才项目等多元手段，靶向引进省内急需紧缺的科技人才和科研团队，以及具有智能化、数字化技术和制造业背景的复合型人才。支持高校和职业院校开设与数字经济相关的学科专业，培育数字经济高端复合型人才。鼓励高校和重点龙头企业联合探索多元化的产教一体培养模式，共建实验室、数字经济实习实训基地等，打造“技术+理论+应用”复合型数字人才培养体系。
