就在央行、工信部等国家部委正式开始研究中国法定数字货币领域的档口，在全球的虚拟数字货币市场上，又有交易所平台开始盯上离岸人民币稳定币这块“肥肉”，准备伺机谋取非法利益。
Just as national ministries, such as the Central Bank and the Ministry of Trade and Communications, have officially begun to study China’s legal digital currency domain, there is a platform for exchanges on the global virtual digital currency market that is targeting the offshore renminbi, the “fat meat” that stabilizes the currency, and is ready to take advantage of illegal interests.
8月22日，注册在美国的虚拟数字货币交易平台Bitfinex的股东赵东在朋友圈发布信息称，近期该平台旗下的Tether项目将会发行CNHT，即锚定离岸人民币的稳定币。与此同时，赵东还声称，对于即将发行的离岸人民币稳定币命名为RenrenBit，第一时间在该平台开通交易和充值提现。
On August 22, Zhao Dong, a shareholder of the virtual digital currency trading platform Bitfinex, registered in the United States, announced in his circle of friends that the Tether project under the platform’s banner would soon issue CNHT, the anchoring of the offshore renminbi’s steady currency. At the same time, Zhao Tung also claimed that Renren Bit would be named as the bank’s stable currency, which would soon be issued, and that the first time the transaction and replenishment would be opened on the platform.
谁能想到，在Bitfinex和Tether同时遭到纽约总检察长办公室调查的关口，其仍将触手伸到了人民币领域。
Who would have thought that, at the point where Bitfinex and Tether were both under investigation by the New York Attorney General's Office, they would still reach out to the renminbi.
熟悉虚拟数字货币市场炒作的人都知道，在目前中国监管政策之下，是禁止参与虚拟货币炒作的。但是自从2017年9月4日央行发布禁令以来，近两年的时间内，国内参与虚拟数字货币炒作的人群并没有减少，反而通过各种点对点（P2P）交易场景以及场外市场（OTC）交易平台，大量的参与到虚拟数字货币交易中去，也出现了虚拟数字货币交易平台服务器以及交易团队在国外，绝大多数市场参与者在国内的情况。
Those familiar with the virtual digital money market are aware that under China’s current regulatory policy, participation in the virtual currency campaign is prohibited. But, in the last two years, since the Central Bank’s ban of 4 September 2017, the number of domestic participants in the virtual digital currency campaign has not decreased, but rather, through various point-to-point (P2P) trading scenes and off-site (OTC) trading platforms, a large number of participants in the virtual digital currency transaction, and the virtual digital money trading platform servers and the trading team, the vast majority of market participants are in the country.
事实上，以国内投资者为例，参与虚拟数字货币交易的模式是先在交易所平台开通账户并且在移动端注册数字钱包，然后通过将人民币兑换成以美元计价的USDT，再以USDT作为交易中介买卖各类虚拟数字货币，最后的盈利或者亏损再折算成人民币。也就是说，在人民币资本项下可兑换还没完全开放的时候，国内的投资者参与到虚拟数字货币交易中的行为，本身就不受法律保护，因此即使这两年币圈的投资人一直被交易所平台和各类机构“割韭菜”，也并不值得同情。
In fact, in the case of domestic investors, participation in virtual digital currency transactions is based on the opening of accounts on exchange platforms and the registration of digital wallets at the mobile end, the purchase and sale of various types of virtual digital currency through the conversion of the renminbi into United States dollar-denominated United States dollar-denominated USDT as a trade broker, and the final profit or loss into the renminbi. 美元作为虚拟数字货币交易的核心法币，其后又有美国区块链公司发行与美元挂钩的USDT稳定币，自从两年前问世以来，就备受美国金融监管部门的监控，而USDT的合法性以及资金流向也一直存疑，如今又有虚拟数字货币交易平台准备在人民币离岸市场发行稳定币，这无疑触动了国家金融货币政策的红线。
The United States dollar as the core legal currency for virtual digital currency transactions, followed by the US dollar-linked USDT stabilizer issued by the US block chain company, has been under surveillance by the United States financial regulatory authorities since its inception two years ago, while the legitimacy of the USDT and the flow of funds have been questioned, and there is now a virtual digital currency trading platform ready to issue a stable currency in the offshore market of the renminbi, which undoubtedly triggers the red line of national monetary policy.
根据资料显示，Bitfinex这家交易平台自成立以来就被合法性问题困扰，这家注册在美国而实际被国内股东控制的虚拟数字货币平台，在今年被美国司法部冻结了高达8.5亿美元的Cryptocapital数字资产，如今这家平台又想通过发行离岸人民币稳定币来“圈钱”。
According to information, the trading platform Bitfinex, a virtual digital money platform that has been registered in the United States and is actually controlled by domestic shareholders, has been blocked by the United States Department of Justice this year by up to $850 million of Crystal Digital assets, and is now trying to stabilize the money by issuing offshore renminbis.
有业内人士分析指出，赵东控制的Bitfinex想靠发行离岸人民币稳定币目的至少有二：其一是借机割一把“韭菜”，缓解这家平台存在的现金流问题；其二是想在离岸人民币市场上包括香港、新加坡等地吸引投资者，当然也不排除想吸引再岸人民币资产，通过一些隐蔽的灰色渠道流出到离岸市场。
According to an analysis from insiders, Zhao Dong-controlled Bitfinex wants to stabilize the currency by issuing an offshore renminbi for at least two purposes: one is to cut a “celebrets” to ease the cash flow problems of the platform; the other is to attract investors in the offshore renminbi market, including Hong Kong, Singapore, etc., and, of course, does not preclude trying to attract re-ashore renminbi assets and to move out of the offshore market through some hidden grey channels.
针对赵东借旗下交易所平台将会发行锚定离岸人民币稳定币这一消息，Primitive Ventures创始合伙人Dovey Wan在推特上就分析称，中国监管机构可能会被该举措激怒，而且该举措现实意义并不大。
On Twitter, Dovey Wan, a founding partner of Prime Ventures, said that China’s regulatory agencies might be infuriated by the initiative, and that the initiative was not very relevant.
“离岸人民币的进入虚拟数字货币市场的实质和美金一样，而在岸人民币资金进入到BTC或者USDT则是依赖P2P交易、 OTC市场支撑起来的。并且新的稳定币不管任何币种，都很难有USDT一个数量级流动性，更不用说人民币作为次级资产的抵押。我不知道这家美国的交易所平台这么做意义何在。难道是想推动人民币国际化，但是靠这种方式无疑是增加离岸人民币进入虚拟数字货币领域，这与国家推动的人民币国际化战略有违。”对此，上海市场一位资深虚拟数字货币分析师指出。
“The import of the offshore renminbi into the virtual digital money market is the same as that of the United States dollar, while the access of the offshore renminbi to the BTC or USDT is supported by the P2P trade and the OTC market. And the new stable currency, regardless of currency, makes it difficult to have a quantitative liquidity of the USDT, let alone a collateral for secondary assets.
值得关注的是，关于离岸人民币稳定币，早在2018年9月，曾有香港的机构宣称发行“首个人民币稳定币”，同样锚定离岸人民币。彼时这个名为WIT（也称“万通宝”）是基于以太坊的区块链应用，由“中信国际资产”和“银河资管”合作推出，以离岸人民币作为结算标准，对客户的资金或超额质押的优质数字资产，按照相应的流程发出的电子凭证。在兑换时，锚定的法币是离岸人民币，且按照1:1进行兑付。后来经多方媒体报道称中信国际资产肯定不会违反规定，和香港公司合伙发行稳定币，而所谓的香港银河资产这家机构是2018年3月才在香港注册上市，之后曾发行虚拟货币PAO 币，而它和合作伙伴发行PAO币背后的控制人是同一人，完全可以肯定当时欲发行离岸人民币稳定币是一个资本骗局。
It is interesting to note that, as early as September 2018, Hong Kong’s agencies announced that they would issue the “first renminbi,” and that they would also anchor the offshore renminbi. This “WIT” (also known as the “Hong Kong Treasure”) was based on the application of the Queen’s Block Chain, which was launched in cooperation with the “China International Assets” and the “Galaxes”, using the offshore renminbi as a clearing standard, as well as high-quality digital assets pledged to customers’ funds or overvalued in accordance with the corresponding process. At the time of the exchange, the moored currency was the offshore renminbi and was paid on the basis of 1:1.
在业内人士看来，中国是禁止虚拟数字货币交易，稳定币也是数字货币，央行曾多次发布禁令，禁止炒作虚拟数字货币，就算真要发行数字货币，也只能由央行发行。现在又出现了美国机构要发行锚定离岸人民币的稳定币，中国金融政策肯定是不允许的，Bitfinex这样的行为值得国家金融监管部门警惕。
According to industry, China prohibits virtual digital currency transactions, stable currencies are also digital, and the central bank has repeatedly issued a ban on the production of virtual digital currency, which, if it were to be issued, could only be issued by the central bank.
