“十四五”現代綜合交通運輸體系發展規劃
交通運輸是國民經濟中具有基礎性、先導性、戰略性的産業,是重要的服務性行業和現代化經濟體系的重要組成部分,是構建新發展格局的重要支撐和服務人民美好生活、促進共同富裕的堅實保障。為加快建設交通強國,構建現代綜合交通運輸體系,根據《中華人民共和國國民經濟和社會發展第十四個五年規劃和2035年遠景目標綱要》、《交通強國建設綱要》、《國家綜合立體交通網規劃綱要》,制定本規劃。

“十三五”時期,我國綜合交通運輸體系建設取得了歷史性成就,基本能夠適應經濟社會發展要求,人民獲得感和滿意度明顯提升,為取得脫貧攻堅全面勝利、實現第一個百年奮鬥目標提供了基礎保障,在應對新冠肺炎疫情、加強交通運輸保障、促進復工復産等方面發揮了重要作用。五年裏,我國交通運輸基礎設施網路日趨完善,綜合交通網路總里程突破600萬公里,“十縱十橫”綜合運輸大通道基本貫通,高速鐵路運營里程翻一番、對百萬人口以上城市覆蓋率超過95%,高速公路對20萬人口以上城市覆蓋率超過98%,民用運輸機場覆蓋92%左右的地級市,超大特大城市軌道交通加快成網,港珠澳大橋、北京大興國際機場、上海洋山港自動化碼頭、京張高速鐵路等超大型交通工程建成投運。戰略支撐能力不斷增強,中歐班列開行列數快速增長,京津冀一體化交通網、長江經濟帶綜合立體交通走廊加快建設,交通扶貧百項骨幹通道基本建成,新建、改建農村公路超過147萬公里,新增通客車建制村超過3.3萬個,具備條件的鄉鎮和建制村全部通硬化路、通客車,快遞網點基本覆蓋全部鄉鎮,建制村實現直接通郵。運輸服務品質持續提升,旅客高品質出行比例不斷提高,航班正常率大幅上升,集裝箱鐵水聯運量年均增長超過20%,快遞業務量翻兩番、穩居世界第一。新技術新業態蓬勃發展,具有完全自主知識産權的全系列復興號動車組上線運作,C919客機成功試飛,ARJ21支線客機規模化運營,跨海橋隧、深水航道、自動化碼頭等成套技術水準躋身世界前列,船舶建造水準持續提升,網約車、共用單車、網路貨運平臺等新業態快速發展、治理能力不斷增強。“放管服”改革持續深化,鐵路、空域、油氣管網等領域重點改革任務紮實推進,高速公路省界收費站全面取消,交通物流降本增效成效顯著。綠色交通、平安交通建設穩步推進,新能源汽車佔全球總量一半以上,營運貨車、營運船舶二氧化碳排放強度分別下降8.4%和7.1%左右,民航、鐵路安全水準保持世界領先,道路運輸重大事故數量和死亡人數分別下降75%和69%左右。

與此同時,我國綜合交通運輸發展不平衡、不充分問題仍然突出。綜合交通網路佈局不夠均衡、結構不盡合理、銜接不夠順暢,重點城市群、都市圈的城際和市域(郊)鐵路存在較明顯短板。貨物多式聯運、旅客聯程聯運比重偏低,定制化、個性化、專業化運輸服務産品供給與快速增長的需求不匹配。智慧交通技術應用深度和廣度有待拓展,部分關鍵核心産品和技術自主創新能力不強。交通運輸安全形勢仍然嚴峻,産業鏈供應鏈保障能力不足。綠色低碳發展任務艱巨,清潔能源推廣應用仍需加快。綜合交通運輸管理體制機制有待健全完善,制約要素自由流動的體制機制障礙依然存在。

“十四五”時期,我國綜合交通運輸發展面臨的形勢更加複雜多變。從國際看,當今世界正經歷百年未有之大變局,新一輪科技革命和産業變革深入發展,新冠肺炎疫情衝擊全球産業鏈供應鏈和國際物流體系,經濟全球化遭遇逆流。從國內看,我國開啟全面建設社會主義現代化國家的新征程,區域經濟佈局、國土開發保護格局、人口結構分佈、消費需求特徵、要素供給模式等發生深刻變化,對綜合交通運輸體系發展提出新要求,交通運輸行業進入完善設施網路、精準補齊短板的關鍵期,促進一體融合、提升服務質效的機遇期,深化改革創新、轉變發展方式的攻堅期。要適應國土空間開發保護、新型城鎮化建設、全面推進鄉村振興的要求,優化發展佈局,強化銜接融合,因地制宜完善區域城鄉綜合交通網路;要堅持以創新為核心,增強發展動力,推動新科技賦能提升交通運輸發展品質效率;要增強綜合交通運輸體系韌性,調整發展模式,將綠色發展理念、低碳發展要求貫穿發展全過程,提高自身運作安全水準和對國家戰略安全的保障能力;要將滿足人民對美好生活的嚮往、促進共同富裕作為著力點,轉變發展路徑,促進建管養運並重、設施服務均衡協同、交通運輸與經濟社會發展深度融合,以全方位轉型推動交通運輸高品質發展。

到2025年,綜合交通運輸基本實現一體化融合發展,智慧化、綠色化取得實質性突破,綜合能力、服務品質、運作效率和整體效益顯著提升,交通運輸發展向世界一流水準邁進。

按照國家綜合立體交通網“6軸7廊8通道”主骨架佈局,構建完善以“十縱十橫”綜合運輸大通道為骨幹,以綜合交通樞紐為支點,以快速網、幹線網、基礎網多層次網路為依託的綜合交通網路,加快推進存量網路提質增效,聚焦中西部地區精準補齊網路短板,穩步提高通達深度,暢通網路微迴圈,勾畫好美麗中國的“交通工筆畫”。

第一節 完善綜合運輸大通道
優化綜合運輸通道佈局。建設綜合性、立體化、大容量、快速化的交通主軸,構建多方式、多通道、便捷化交通走廊,強化主軸與走廊間的協調銜接。提升京滬、滬昆、廣昆、陸橋以及北京至港澳臺、黑河至港澳、額濟納至廣州、青島至拉薩、廈門至喀什等通道功能,推進待貫通段建設和瓶頸段擴容改造,暢通沿海與內陸地區通道。推動通道內各種運輸方式資源優化配置和有機銜接。

加強戰略骨幹通道建設。推進出疆入藏通道建設,擴大甘新、青新、青藏、川藏四條內聯主通道通行能力,穩步推進川藏鐵路建設,加快推進新藏鐵路和田至日喀則段前期工作、適時啟動重點路段建設,有序推進滇藏鐵路前期工作,密實優化航空航線網路佈局,構建多向聯通的通道佈局。暢通沿江通道,加快建設沿江高鐵,優化以高等級航道和幹線鐵路、高速公路為骨幹的沿江綜合運輸大通道功能。升級沿海通道,提高鐵路通道能力,推進高速公路繁忙路段擴容改造,提升港口航道整體效能,構建大容量、高品質的運輸走廊。貫通沿邊通道,提級改造普通國省幹線,推進重點方向沿邊鐵路建設,提高安全保障水準。建設西部陸海新通道,發揮鐵路在陸路運輸中的骨幹作用和港口在海上運輸中的門戶作用,強化東、中、西三條通路,形成大能力主通道,銜接國際運輸通道。

第二節 建設多層級一體化綜合交通樞紐
打造綜合交通樞紐集群。建設京津冀、長三角、粵港澳大灣區、成渝地區雙城經濟圈等國際性綜合交通樞紐集群,提升全球互聯互通水準和輻射能級。培育一批輻射區域、連通全國的綜合交通樞紐集群,合理組織集群服務網路,提高集群內樞紐城市協同效率。

優化綜合交通樞紐城市功能。提升國際性綜合交通樞紐的全球聯通水準和資源要素配置能力,增強部分樞紐國際門戶功能。優化全國性綜合交通樞紐客貨轉机設施、集疏運網路及客運場站間快速連接系統。增強區域性綜合交通樞紐的銜接轉運能力,發展口岸樞紐。強化不同層級綜合交通樞紐城市之間功能互補、設施連通、運作協同。
